As 4K video becomes standard in mobile capture, surveillance, and live streaming, mosaic artifacts (blocking, pixelation) from aggressive compression or intentional obscuration remain problematic. This paper presents a portable, real-time approach to reducing mosaic artifacts in 4K resolution, targeting low-power devices. We propose a hybrid method combining adaptive deblocking, super-resolution inpainting, and edge-preserving filtering, optimized for ARM + NPU architectures. Experimental results show up to 2.3× speedup over desktop solutions with acceptable perceptual quality.
