Rane Saheb opened the book to a section that had been marked with a worn-out red ribbon. "In Marathi, we call it 'Maharashtra Seva Rajya: Seniority Niyam'. If you want to understand why Kulkarni is ahead of you, you have to understand Rule 4 and Rule 5."
