While V20.04 can install on Windows 10, you must run the installer as Administrator and disable UAC (User Account Control) temporarily. Rockwell officially "Tested" V20.04 on Windows 10, but did not "Certify" it until later patches.

You can find the installer on the Rockwell Automation Product Compatibility and Download Center (PCDC) . Navigate to the PCDC Find Downloads page. Search for "RSLogix 5000" and select the product. Choose version 20.04 from the dropdown menu.

Go to rockwellautomation.com and click → "Product Compatibility & Download Center" . You will need a valid Rockwell Automation Support Agreement (formerly TechConnect) login. Without an active support contract, you cannot legally download the software from Rockwell.
