The mouse doesn't work in menus.

GTA SA uses a "streaming memory" system. The EXE tells the computer how much RAM to use for loading textures and map chunks as you drive fast. A corrupted save file or a faulty CLEO mod can cause a memory leak.

This was the first official patch released by Rockstar to fix major bugs, most notably the "Hot Coffee" controversy.
