My first thought was that it was a custom logic array (a gate array) from a defunct company. My second thought was panic. Without a datasheet, this chip is just a shiny paperweight. You cannot know the pinout, the voltage tolerance, or the timing characteristics.

Notice the swap of pins 2 and 8. If you layout a board using the public sheet, you will short your negative supply to ground. The exclusive sheet marks this difference in red ink and provides a verified breakout board footprint. my 9892 datasheet exclusive
